Norm was born in Edmonton, Alberta, to parents Margaret and Ernest Leclaire. He was raised in Vancouver, British Columbia, and was an avid sportsman. Attending Vancouver College, he participated in a number of sports including football and boxing. At the age of 18 he jumped on a train to Regina and joined the Royal Canadian Mounted Police with stations in Wetaskiwin, Cardston, Taber and finally Manyberries. He met the love of his life, Patricia (Zuback), in Cardston and started a family with four children, Paul, Patty, Peter andBrian. An ardent advocate for labour rights, he spent over 30 years in the service before finally retiring. Spending an additional 10 year on the Alberta Labour Relations Board.
Norm was a passionate sportsman with a particular passion for hunting and fishing. A passion that he passed on to two generations of Leclaires. If not in the truck out hunting or fishing with his children and grandchildren, he would be in the stands watching them play sports whether it was basketball, judo, hockey or football. He enjoyed his last game this past fall in Calgary watching his grandson on the University of Saskatchewan. His grandchildren and great grandchildren were the light of his life.
Norm was predeceased by his loving wife Patricia (Patsy) Leclaire (Zuback), his parents Ernie and Margaret, his sisters Joyce and Eugenie, and his brother Paul.
